Phil received a Bachelor of Science in Civil Engineering with concentrations in Environmental and Water Resources Engineering together with a minor in Philosophy from Oregon State University in 1988. In 1993, Phil earned a Doctor of Jurisprudence degree in Law from the University of Oregon during which time he also worked as an environmental consultant honing his knowledge and skills by investigating sites for potential environmental liability and working with companies in contamination delineation and remediation plan alternatives.
After being admitted to the Oregon State Bar in 1994, Phil began working in private practice where he continued to expand his knowledge of the law. In 1999 he co-founded Yarmo and Wasley, PC in Bend, Oregon. In 2002, Phil relocated his private practice, the Wasley Law Office, PC, to La Grande, Oregon, and continues to help clients with their legal issues.
In his spare time, Phil enjoys telemark skiing, biking, and hiking.
